Cabba vs Teen/Youth Gohan isn't close. Even if Gohan used Super Saiyan 2, he's nowhere near as strong as Base Vegeta in the Universe 6 Tournament in Dragon Ball Super. Vegeta says him and Cabba are equal in base and so do Toei's website.
