Destiny 2's Lore and Story tells us about the history between Nezarec and the Psions. It seems to be the case that Nezarec's Psychic power might be linked to their own and Nezarec might be one of the Psion "God thoughts." But there's more lore that indicates the potential depths of Nezarec's Psychic power. He may well have infiltrated Riis and been the legendary "Skira the Watcher."
